Background A biobank is a structure which collects and manages biological samples and their associated data. The collected samples will then be made available for various uses. The sharing of those samples raised ethical questions which have been answered through specific rules. Thus, a Biobank functioning under tight ethical rules would be immensely valuable from a scientific and an economic view point. In 2009, Côte d’Ivoire established a biobank, which has been chosen to house the regional biobank of Economic Community (...) of West African States countries in 2018. To ensure optimal and efficient use of this biobank, the scientific community must be aware of its existence and its role. It was therefore necessary to evaluate the knowledge of laboratories staff on the role and activities of a biobank. Methods This descriptive study was done by questioning staff from laboratories working on human’s health, animals or plants. The laboratories were located in southern Côte d’Ivoire. Results A total of 205 people completed the questionnaire. Of these 205 people, 34.63% were biologists, 7.32% engineers, 48.78% technicians and 9.27% PhD students. The average length of work experience was 10.11 ± 7.83 years. In this study, 43.41% of the participants had never heard of biobanking. Only 48.78% of participants had a good understanding of the role of a biobank. Technicians and PhD students were less educated on the notion of biobank. Conclusion The level of knowledge of laboratory staff about biobanking needs to be improved. Training on the role, activities and interests of the biobank is important. (shrink)

Comparative educationists have the challenge to devise theoretical frameworks, epistemological and pedagogical constructs as well as pragmatic, useful and effective ways of promoting the virtues of compassion and recognition of our common humanity in eliminating the ills of domination and control that are guided by greed, hatred, jealousy, and intolerance. Comparative Education for Global Citizenship, Peace and Shared Living through Ubuntu paves the way for a better understanding of the critical importance of the collective search and endeavor towards achieving the virtues of nonviolence, peace, shared values of living together, global citizenship, improved quality of life for all and a better appreciation of the positive implications of interdependence. In this article I analyze some of the cultural factors that have determined and influenced the teaching profession and its evolution in African countries. Firstly, I use an historical approach to review conceptual issues on teachers, teaching and learning; secondly, I examine salient features of the idea and practices of teachers and teaching in the pre-colonial and less Westernized contemporary African contexts and elements of Quranic schools; thirdly, I offer an account of how teachers were introduced to formal learning of (...) European education in the colonial era; and, fourthly, I examine the declining prestige and other outstanding issues of teaching and the teaching profession amidst the call of quality Education for All. In the main, most African countries have to grapple with the daunting challenges of providing quality education to the entire school-age populations in African countries, especially with the approaching 2015 date for meeting the second Millennium Development Goal (MDG) of achieving universal primary education and Education For All (EFA). At the secondary level and even more clearly articulated for higher education, there is a sense of urgency in providing quality education particularly in science and technology to position Africa with competent human resources in the global economy. Paradoxically, however, the perceived and actual prestige of the teaching profession and the social status of the teacher as a professional category, especially at the lower levels of the educational systems, have not consistently been positive. Recently highly-efficient quantum engines were devised by exploiting the stochastic energy changes induced by quantum measurement. Here we show that such an engine can be based on an interaction-free measurement, in which the meter seemingly does not interact with the measured object. We use a modified version of the Elitzur–Vaidman bomb tester, an interferometric setup able to detect the presence of a bomb triggered by a single photon without exploding it. In our case, a quantum bomb subject to a gravitational (...) force is initially in a superposition of being inside and outside one of the interferometer arms. We show that the bomb can be lifted without blowing up. This occurs when a photon traversing the interferometer is detected at a port that is always dark when the bomb is located outside the arm. The required potential energy is provided by the photon even though it was not absorbed by the bomb. A natural interpretation is that the photon traveled through the arm which does not contain the bomb—otherwise the bomb would have exploded—but it implies the surprising conclusion that the energy exchange occurred at a distance despite a local interaction Hamiltonian. We use the weak value formalism to support this interpretation and find evidence of contextuality. Regardless of interpretation, this interaction-free quantum measurement engine is able to lift the most sensitive bomb without setting it off. (shrink)

L’importance de l’astronomie dans l’œuvre d’Auguste Comte est à la mesure de la place fondatrice qu’il lui accorde dans sa propre classification des sciences que constitue le Cours de philosophie positive. Comte dispense même un cours populaire d’astronomie, dont l’objectif n’est pas de former à l’astronomie mais à la « saine philosophie » positive. D’où le regard philosophique qu’il porte sur elle comme l’indique son Traité philosophique d’astronomie populaire. Pour Comte, l’astronomie est donc tout à la fois, un modèle de (...) science positive et un faire-valoir de la philosophie positive et même de l’engagement positiviste, quitte à restreindre assez fortement son champ d’étude. On rencontre en effet souvent l’affirmation selon laquelle les simulations permettent de prédire, de reproduire ou d’imiter des phénomènes, mais guère de les expliquer. Les simulations rendraient aussi possible l’étude du comportement d’un système par la force brute du calcul mais n’apporteraient pas une compréhension réelle de ce système et de son comportement. Dans tous les cas, il semble que, à tort ou à raison, les simulations posent, (...) du point de vue de leur valeur explicative, des problèmes spécifiques qu’il convient de démêler et de décrire précisément. J’essaie dans cet article d’analyser systématiquement ces problèmes en utilisant comme guide les théories existantes de l’explication. J’analyse d’abord le rapport des simulations à la vérité. J’examine ensuite en quoi les simulations satisfont ou non les exigences de déductivité et de nomicité, qui jouent un rôle central dans le modèle de l’explication de Hempel. J’étudie dans quelle mesure les simulations sont aptes à véhiculer l’information causale pertinente qu’on attend d’une bonne explication. Je poursuis en analysant en quoi l’abondance informationnelle et la lourdeur computationnelle des simulations peut sembler problématique par rapport au développement de nos connaissances explicatives et de notre compréhension des phénomènes. J’analyse enfin en quoi les simulations ont un rôle unificateur comme cela est attendu des bonnes explications. Au final, cette étude permet de comprendre plus précisément pourquoi les simulations, alors même qu’elles semblent pouvoir satisfaire les conditions que doivent remplir les bonnes explications, semblent spécifiquement problématiques au regard de l’activité explicative. Avec le talent narratif et pédagogique qui a fait le succès de ses nombreux livres, Cyrille Javary nous introduit dans l'esprit chinois à travers cette clé essentielle : "Yin" n'est (...) pas plus une entité que "Yang", ils n'ont pas d'existence propre. Car l'hiver n'est pas "l'hiver", mais ce qui deviendra l'été, avant de redevenir hiver... Chacun est le futur et le passé de l'autre, sans qu'on puisse leur attribuer une substance, une quelconque fixité. S'il heurte toutes nos habitudes de pensée, ce genre d'énoncés peut nous conduire à une compréhension plus subtile du monde, et nous aider à mieux aborder les problèmes que nous rencontrons. When is it appropriate to harm a single person to help multiple others? Psychologists have investigated this question through the study of hypothetical “trolley” dilemmas involving extreme physical harm life-or-death situations that contrast outcome-focussed, consequentialist moral reasoning with principle-focussed, deontological moral reasoning. The present studies investigate whether participants’ preference for consequentialism generalises across domains. We administered traditional physical harm dilemmas as well as a trolley-type dilemma involving monetary harm. Across four studies (N = 809), an internal meta-analysis demonstrated that participants’ (...) responses to the traditional dilemmas predicted their responses to the monetary dilemma. Additionally, previous research has uncovered that primary psychopathy predicts consequentialist responses on physical harm dilemmas. The current work uncovers that this association does not generalise to monetary harm dilemmas, suggesting that the association between primary psychopathy and consequentialist reasoning is not related to consequentialist reasoning per se, but to the idiosyncrasies of traditional harm-centric trolley dilemmas instead. Cet article envisage deux types de fondements possibles pour une « économie du bien-être néo-samuelsonnienne ». On défend l’idée que l’approche néo-samuelsonnienne en économie mène à un problème de réconciliation entre l’économie positive et l’économie normative, en raison du fait que l’agent économique n’est plus nécessairement l’unité normativement pertinente. Deux formes de réconciliation ayant des implications radicalement différentes pour le statut de l’économie normative sont envisagées. La première consiste à adopter une approche normative en termes de « welfarisme formel » (...) prétendant à une complète neutralité quant à l’identité du sujet et l’unité de mesure de l’analyse normative. L’implication principale est de faire de l’économie du bien-être une branche de l’économie positive. Une seconde approche consiste à une donner une importance axiologique particulière aux personnes, non parce qu’elles sont des prototypes d’agents économiques, mais parce qu’elles sont dotées de la capacité de se représenter, auprès des autres et d’elles-mêmes, comme des entités raisonnables au travers de processus de construction narrative. Cette capacité donne une justification à la vision selon laquelle le bien-être est constituée des préférences d’une personne, dans le sens où ces préférences sont fondées sur des raisons et valeurs définissant l’identité personnelle. Leibniz said with a mixture of admiration and inspiration that the Duchess Sophie of Hannover always wanted to know the reason why behind the reason why. And that is just how rationality works: it wants to leave no loose ends to understanding, seeking to enable us to understand things through to the bitter end. In the twelve chapters that make up Satisfying Reason, Rescher develops and defends the following perspective: That rationality is a cardinal virtue in cognitive matters. That this (...) is not something simple and cut-and-dried: in the pursuit of truth through the development of knowledge we face obstacles -- sometimes even insuperable ones. All that we can do is the best we can, realizing that even our very best may still be imperfect. Nevertheless, the venture is far from hopeless. While absolutes are unattainable in the cognitive venture, some solutions are situationally optimal, being comparatively the best that can be managed under the circumstances. That reason itself enables us to come to terms with this state of affairs, urging us to accept the best we can do as good enough. Satisfying Reason is an explanation of the presuppositions and methods of rational enquiry, an original exercise in metaknowledge, developing a systematic body of knowledge about the scope and limits of knowledge itself. Joshua Parker’s article on green inhaler prescribing is important and timely. I agree with much of it, specifically regarding the institutional duty to make climate-friendly changes (from environmentally expensive prescriptions to ‘greener,’ similarly effective ones). The challenge, however, comes in determining how that institutional obligation impacts the rights and duties of patients. In this commentary, I want to offer a friendly alternative to Parker’s view of individual patient obligation, which I suggest is important for reasons that go beyond this one (...) case. Parker’s broad view is that, because metered-dose inhalers (MDIs) emit far more greenhouse gases (GHG) than do dry powder inhalers (DPIs), and the two are equally effective for most patients, the healthcare system should switch most patients on MDIs to DPIs, and the patients have a pro tanto duty to accept this change.1 The problem is that no individual inhaler use causes harmful climate change, and so it is difficult to explain a duty not to use MDIs. It seems that my individual behaviour ‘makes no difference’ to climate change, so familiar more principles have a difficult time justifying a prohibition of such behaviour. Parker’s response to this worry fits into the consequentialist tradition,2 3 as he argues that each individual contribution to climate change causes some amount of ‘expected harm,’ because it contributes a little bit to future climate changes which will cause harm. And since we have a duty to minimise expected harm, we have a duty not to make such small contributions to climate change. I think we should be sceptical of this sort of argument. The chronologer must know enough philology to interpret texts and enough astronomy to compute the dates of celestial phenomena, above all eclipses, which alone provide absolute dates. Joseph Scaliger, so we are told, was the first to master and apply this range of technical skills: Of the mathematical principles on which the calculation of periods rests, the (...) philologians understood nothing. The astronomers, on their side, had not yet undertaken to apply their data to the records of ancient times. Scaliger was the first of the philologians who made use of the improved astronomy of the sixteenth century to get a scientific basis for historical chronology. So Mark Pattison. This verdict can be challenged on a number of grounds. The one relevant at present is simple: Scaliger himself claimed far less. He certainly said that technical chronology had been untouched in modern times — not an entirely fair judgement — but in antiquity it had been practised in exactly the manner he considered proper, or so he believed. In particular he singles out Censorinus, whose De die natali drew extensively on Varro's lost Antiquitates rerum humanarum, books 14–19, for information on chronology. Students of Varro have long appreciated the importance of Censorinus. His dry and compact treatise offers Varronian views on etymology, the human life-span, and the course of history itself, all couched in language so jejune as to suggest that he added little or nothing to what he read. Lead (Pb) contamination of the environment is an important human health problem. Children are vulnerable to Pb toxicity; it causes damage to the central nervous system and, in some extreme cases, can cause death. Lead is widespread, especially in the urban environment, and is present in the atmosphere, soil, water and food. Pb tends to accumulate in surface soil because of its low solubility, mobility, and relative freedom from microbial degradation of this element in the soil. Lead is present in (...) soil as a result to weathering and other pedogenic processes acting on the soil parent material; or from pollution arising caused by the anthropogenic activities; such as mining, smelting and waste disposal; or through the adoption of the unsafe and unethical agricultural practices such as using of sewage sludge, and waste water in production of vegetable crops or cultivation of vegetables near highways and industry regions. Lead concentrations are generally higher in the leafy vegetables than the other vegetables. Factors affecting lead uptake included its concentration in the soil, soil pH, soil type, organic matter content, plant species, and unsafe agriculture practices. Generally, as Pb concentration increased; dry matter yields of roots, stems and leaves as well as total yield decreased. The mechanism of growth inhibition by lead involve: a decrease in number of dividing cells, a reduction on chlorophyll synthesis, induced water stress to plants, and decreased NO 3 - uptake, reduced nitrate and nitrite reductase activity, a direct effect of lead on protein synthesis, a decrease on the uptake and concentration of nutrients in plants. The strategies to minimize Pb hazard can be represented in: (a) Phytoremediation, through natural plants are able to bio-accumulate Pb in their above–ground parts, which are then harvested for removal such as, using Indian Mustard (Brassica juncea), Ragweed (Ambrosia artemisiifolia), Hemp Dogbane (Apocynum cannabium), or Poplar trees, which sequester lead in its biomass. (b) Good and ethical agricultural practices such as cultivation of vegetables crops as far from busy streets or highways and industry regions as well as nonuse of sewage sludge and waste water in cultivated soils. (c) Increasing the absorptive capacity of the soil by adding organic matter and humic acid. (d) Growing vegetable crops and cultivars with a low potential to accumulate lead, especially in soils exposed to atmospheric pollution. (e) Washing of leafy vegetables by water containing 1 % vinegar or peeling roots, tubers, and some fruits of vegetables before consumption may be an important factor in reducing the lead concentration.
